ADRi Event: “Deepening the Philippines’ Maritime Cooperation with South Korea and Australia”

As it commemorated the 7th year of its Arbitral Victory over the West Philippine Sea, the Philippines continues to face illegal and aggressive challenges in its maritime territory, such as the use of water cannons, destruction of the marine environment, and collision incidents with foreign vessels. These destabilizing acts go against international law and violate the Philippines’ arbitral victory in the West Philippine Sea.

The international community has repetitively expressed its support for the Philippines as it confronts security challenges within its maritime territory. Like-minded states such as Australia and South Korea have worked to expand their security relations with the Philippines, thus playing a crucial role as a defender of a rules-based international order. With shared security challenges within their geopolitical landscape, these states leverage opportunities for collaboration.

Given the developments in maritime cooperation, Stratbase ADR Institute organized a roundtable discussion on 28 November 2023 (Tuesday) from 9:00 AM to 3:00 PM (PHT).

In partnership with the Embassy of the Republic of South Korea in the Philippines, part one is entitled “Navigating Waves of Partnership: Expanding Philippines-Republic of Korea Maritime Cooperation.” This aimed to generate meaningful discussions and foster collaboration between the Philippines and South Korea as a follow-up to the 2nd  Philippines-ROK Maritime Dialogue on October 12, 2023. This was the only maritime dialogue South Korea has with any ASEAN members – where they exchanged views on maritime security and safety, and regional and multilateral maritime-related elements.  In addition, the Philippines remains a key partner in the ROK’s Indo-Pacific strategy and the Korea-ASEAN Solidarity Initiative (KASI). More importantly, both advocate for a rules-based order in the Indo-Pacific and in the South China Sea, as an important sea lane of communications and for the freedom of navigation and overflight based on the principles of international law, including UNCLOS.   

Part two, in partnership with the Australian Embassy in the Philippines, is entitled “Advancing Strategic Partnerships for Maritime Security.” This highlighted the strategic policy directions of the Philippine Coast Guard in contributing to the country’s maritime security. With maritime policies in place, interagency cooperation is vital in operationalizing maritime security in the Philippines. Furthermore, help from neighboring states such as Australia can improve the Philippines’ external defense capabilities. With 77 years of bilateral relations, a diplomatic milestone was achieved when the Philippines and Australia elevated their ties to a strategic partnership. Both continuously strengthen their strategic partnership to safeguard maritime security, driven by their mutual commitment to maintaining stability, freedom of navigation, and preserving their marine resources. Such cooperation enhances their security and promotes a rules-based international order that benefits the broader global community.
