Special Study: “Expanding the Philippines-Australia Strategic Partnership”

It is our pleasure to present the Stratbase Institute’s Defense and Security paper entitled, “Expanding the Philippines-Australia Strategic Partnership.” The paper, authored by Dr. Charmaine Willoughby, is part of a series of publications under our program “Strengthening Maritime Security Cooperation in a Multipolar Indo-Pacific”. 

The paper delves into the evolution of the bilateral relationship between the Philippines and Australia, exploring its transition from quasi-alliance status to a strategic partnership in 2023. It examines how this partnership reflects broader developments in International Relations theory and practice, while addressing emerging areas of cooperation such as the digital economy, blue security, climate adaptation, and gender inclusion. It also highlights the shift from traditional maritime security to the more comprehensive concept of blue security, emphasizing the interconnectedness of security, economics, and environmental concerns in the Indo-Pacific region. 

The Philippines and Australia have built a strong partnership, but challenges like shifting U.S. policies and domestic political changes could disrupt progress. By institutionalizing their cooperation and expanding into areas like blue security and the digital economy, they can ensure a sustainable and prosperous Indo-Pacific future.
