Stratbase Pilipinas Conference 2025: Closed-door Workshop with Cybersecurity Experts

In the afternoon of the first day of the Pilipinas Conference 2025, the Stratbase Institute convened a closed-door, scenario-based discussion among practitioners, experts, and key government and military stakeholders. The session was designed to translate the conference insights into actionable steps through a complex, multi-sector cyber crisis scenario that mirrors the challenges increasingly encountered in the real world.  

The discussion was facilitated by Col. Francel Margareth Padilla, Spokesperson of the Armed Forces of the Philippines and TOWNS 2025 Awardee for Cybersecurity, and Dr. Sherwin Ona, Non-Resident Fellow of the Stratbase Institute and Associate Professor at the Department of Political Science and Development Studies, De La Salle University.  

Participants identified policy gaps that hinder effective crisis response and proposed practical strategies and insights that can be applied in real-world contexts to help inform more responsive, coherent, and future-ready policy and operational approaches.
