Ambassador del Rosario, was born in the Philippines. He attended Xavier (a military High School) in New York City and subsequently graduated from New York University with Bachelor of Science Degree in Economics.He was the former Secretary of Foreign Affairs of the Philippines from February 2011 to March 2016. He also served as Philippine Ambassador to the United States of America from October 2001 to August 2006.

Prior to entering public service, Ambassador was on the Board of Directors of various firms. His business career for over four decades has spanned the insurance, banking, real estate, shipping, telecommunications, advertising, consumer products, retail, pharmaceutical and food industries.

Ambassador del Rosario is a recipient of awards including:

  • Highest honor (Grand Cordon of the Order of the Rising Sun) from His Majesty Emperor of Japan on November 2022
  • Honorary Degree of Doctor of Humanities by the Ateneo de Manila University on September 2018
  • Doctor of Laws (Honoris Causa) by the College of Mt. Saint Vincent, New York City on September 2015. (Alma Mater of President Cory Aquino)
  • Order of Sikatuna, Rank of Datu for outstanding efforts in promoting foreign relations from President Gloria Macapagal-Arroyo
  • Order of Lakandula with a Rank of Grand Cross (Bayani) awarded by President Benigno Aquino III
  • Outstanding Leadership in Diplomatic Service by Mirriam College on November 2016
  • AIM Washington Sycip Distinguished Management Leadership Award in 2011
  • Xavier Hall of Fame in New York City in 2006
  • Speaker before graduating class of University of the Philippines School of Economics
  • Management Man of the Year by Management Association of the Philippines in 2014
  • As Ambassador to the U.S., he spoke speaking engagements including Brigham Young University, University of Michigan, University of Colorado, George Washington University, Johns Hopkins University, St. Peter’s College and others

He is moreover the holder of a first Dan Black Belt degree in Korean Hwa Rang Do.

Ambassador del Rosario is married to Gretchen de Venecia. They have five children and six grandchildren.
