We are pleased to share with you our first quarter SPARK paper, entitled “The 2019 Elections: Democracy, Dutertismo, and the Battle for Succession,” written by Richard Javad Heydarian, a Non-Resident fellow at Stratbase ADR Institute.
His paper discusses the dynamics and relevance of the Philippine 2019 midterm elections given the intensified structural transition both internal and external to the country. The 2019 midterm election serves as a de facto referendum for the Duterte administration amid the controversies during his term such as the extrajudicial killings and attacks on the demo- cratic system of the country. The paper will determine how the last half of Duterte’s term will be taking into consideration his legislative agenda, which includes the restoration of the death penalty, reduction of the age for criminal liability and the finalization of the charter change.
