ADRi Occasional Paper: “A Policy Agenda for Creating a National Digital Transformation Strategy: Challenges and Opportunities in the Philippines”

We are pleased to share with you our September 2019 Occasional Paper, entitled “A Policy Agenda for Creating a National Digital Transformation Strategy: Challenges and Opportunities in the Philippines” written by Dr. Sherwin Ona, an associate professor of political science at De La Salle University, Manila. The paper focuses on the policy-related developments and numerous ICT projects being pursued by the Department of Information and Communications Technology (DICT).

Digital transformation (DT) is currently an emerging factor in the evolution of industries and public services. Earlier this year, the Philippines has recognized the potential of DT due to its continuous economic growth over the past decade. Through the Philippine Digital Transformation Strategy (PDTS) 2022, it hopes to leverage the use of ICT by providing a conducing environment for both the public and private sectors, and harmonizing the existing e-government initiatives to take advantage of the policy window create by the enactment of new laws. Furthermore, it is a form of response to the ASEAN ICT Master Plan 2022 which calls for tighter integration of national economies, creation of a digitally enabled economies to achieve regional inclusion and sustainability goals.
