It is with pleasure that we share with you free access to Stratbase ADR Institute’s Special Study entitled, “The Challenge of Managing 21st Century Pandemics amidst the U.S.-China Strategic Competition,” written by Dr. Renato de Castro, Trustee and Convenor of our National Security and East Asian Affairs Program.
The paper argues that the current pandemic is a wake-up call for the Filipino nation to prepare against future emerging infectious diseases. Noting further that this preparation will require the development of public health infrastructures as critical strategic and security assets through a whole-government approach.
This paper is in furtherance of our advocacy to promote a rules-based international order in the face of the growing expansionist agenda of China. It also embarks upon an expanding definition of security and identification of regional non-traditional security threats.
