Stratbase President Prof. Victor Andres “Dindo” Manhit visited the Systems Engineering and Modernization Office of the Armed Forces of the Philippines upon the invitation of its Chief, MGen. Ivan Papera, for a further discussion on the Philippines’ military modernization efforts. MGen. Papera was joined by his Deputy Chief, Col. Arnold Dy, and Executive Officer, Col. Raquel Vilchez.
