The high-level conference wrapped up with a panel on promoting a whole-of-society approach to defending the West Philippine Sea, moderated by Ms. Jannette Arceo. Speakers included Cardinal Pablo Virgilio David, Bishop of Kalookan and former President of the Catholic Bishops’ Conference of the Philippines; Hon. Beltsazar Alindogan, Municipal Mayor of Kalayaan, Palawan; RADM Jay Tarriela, Spokesperson for the West Philippine Sea of the Philippine Coast Guard; RADM Rommel Jude Ong (Ret.), Non-Resident Fellow of the Stratbase Institute and Convenor of the Atin Ito Coalition; Col. Raymond Powell (Ret.), Non-Resident Fellow of the Stratbase Institute and Director of Project Sealight; Mr. Jim Hake, Founder and Chief Executive Officer of Spirit of America; and Ms. Rafaela David, Co-Convenor of the Atin Ito Coalition.
In line with the spirit of a whole-of-society approach, Senate President Sherwin Gatchalian, in a video message, emphasized that the Arbitral Award embodies the nation’s resolve to defend its sovereignty through lawful and peaceful means, and that all nations, regardless of size or strength, deserve equal protection under international law. He recognized the dedication of the Armed Forces of the Philippines and the Philippine Coast Guard in protecting the country’s maritime borders and territory, and outlined the Senate’s commitment to enhancing maritime domain awareness, modernizing defense and coast guard capabilities, and supporting communities at the forefront of the West Philippine Sea.
As stressed by Stratbase Institute President Prof. Victor Andres “Dindo” Manhit, the Arbitral Award is not merely a ceremonial anniversary to be admired from a distance. It is a living mandate that carries with it a sovereign duty, a national responsibility, and an obligation to future generations, alongside friends and allies who share the Philippines’ commitment to international law and a rules-based regional order.
He also emphasized that every community represented during the forum has a role in ensuring that the Arbitral Award remains a matter of national conscience, not only national security. As the country marks its tenth year, the Philippines not only honors a legal victory, but also inherits the responsibility to defend it.
