Stratbase Institute President and CEO Prof. Victor Andres “Dindo” C. Manhit spoke at the conference hosted by the Philippine Coast Guard and Konrad-Adenauer-Stiftung Philippines entitled, “Building Resilience through Collaborations: Security of Critical Maritime Infrastructure.” 
 
In his remarks, Prof. Manhit underscored that safeguarding the underwater domain is both a national security and economic resilience imperative for the Philippines. He emphasized the need for stronger maritime domain awareness, coherent regulatory frameworks, and practical mechanisms to protect marine resources, subsea infrastructure, and other critical assets, while sustaining cooperation with like-minded countries toward a secure and rules-based maritime domain. 
 
He was in a panel discussion entitled, “Evolving Threats to Critical Maritime Infrastructure,” with Ms. Lizza Bomassi, Research Analyst for the Indo-Pacific at the European Union Institute for Security Studies. The panel was moderated by Dr. Don Mclain Gill, Non-Resident Fellow of Stratbase Institute and Professor at the Department of International Studies at the De La Salle University. 
 
Speaking also at the forum was VADM Allen Dalangin PCG, Acting Director of the National Maritime Center, and RADM Rommel Ong (Ret.), Non-Resident Fellow of the Stratbase Institute and Professor of Praxis at the Ateneo de Manila University – School of Government.
