The Stratbase ADR Institute has published its Occasional Paper for July 2022. It is entitled “Building Back Better Towards Inclusive Growth with Innovative Public Sector Governance” and authored by Charlotte Justine Diokno-Sicat, PhD., a Research Fellow at the Philippine Institute for Development Studies and President of the Philippine Economic Society.
This paper analyzes the prospects and challenges of the new administration anchored on the main question: “How can the Philippines build back better towards inclusive growth with innovative public sector governance?”
It is composed of five (5) sections, namely, (1) Debt sustainability, (2) Prospects for the new administration, (3) Challenges for the new administration, (4) Institutional and cross cutting innovations in public sector governance, and (5) Recommendations.
In essence, the paper recommends three (3) actionable areas in order to build back better through innovations in the public sector.
First, the national government needs to strategize fiscal consolidation. Second, local governments should contribute to economic recovery by strategically utilizing the adjustment in their intergovernmental fiscal transfers. And third, there is need for cross-cutting institutional and governance innovations in the public sector.
